[Net] Add generate_unique_id to MultiplayerPeer.
Used by ENetMultiplayerPeer and WebSocketServer to generate network IDs, and exposed to the user for p2p networks (e.g. WebRTCMultiplayerPeer) and custom MultiplayerPeer implementations.
